Flood Resistant Design and Construction (24-14) - American Society of Civil Engineers (ASCE)

This code provides minimum requirements for the design and construction of structures located in flood-hazard areas and subject to building code requirements.

International Residential Code for One and Two-Family Dwellings (IRC 2021) - International Code Council (ICC)

This comprehensive code comprises all building, plumbing, mechanical, fuel gas, and electrical requirements for one- and two-family dwellings and townhouses up to three stories.

Recommended freeboard for your home is:
  • Freeboard is a factor of safety usually expressed in feet above a flood level for purposes of floodplain management.
  • "Freeboard" tends to compensate for the many unknown factors that could contribute to flood heights greater than the height calculated for a selected size flood and floodway conditions, such as wave action, bridge openings, and the hydrological effect of urbanization of the watershed.
  • Freeboard is not required by NFIP standards, but communities are encouraged to adopt at least a one-foot freeboard to account for the one-foot rise built into the concept of designating a floodway and the encroachment requirements where floodways have not been designated.
  • Freeboard results in significantly lower flood insurance rates due to lower flood risk.

SUMMARY OF SELECTED FLOOD ELEVATION AND FREEBOARD REQUIREMENTS Status

SUMMARY OF SELECTED FLOOD OPENING REQUIREMENTS Status
At least two openings on two different sides of an enclosure are required.

The bottom of each opening must be not more than 1 foot above the higher of the final interior grade (or floor) and the finished exterior grade immediately under each opening.
